How to change the location of your Apple ID
If you are using AppleStore or icloud with China region, you would not find out OUTLINE on Appstore due to China they do not allow VPN application. But you can change your location for your account and then able to see and download OUTLINE to use VPNCN2 service. Follow our below instruction.
For an iOS device please follow these steps.

Open device Settings

Tap on your Apple ID (located at top of the Settings menu)

Tap on Media & Purchase

Tap on View Account (This should open Account Settings)

Tap on Country/Region

Tap on Change Country or Region
-
Scroll down the list of countries and select the United States

On T & C page tap on Agree and then tap Agree on the confirmation popup

For Payment Method, select None
-
Fill out the Billing Address and tap on Next
-
To finalize the process, tap on DONE
Your iOS device is now ready to install the apps available for US users.
